I'm pretty sure that you can't catch a pichu in soulsilver but the evolution Pikachu can be found after you defeat 6 of 8 Kanto gym leaders. To make it a Raichu either train it to a certain level or go to the Pokeathlon Dome in National Park in Johto and get a Thunderstone from the Athlete shop then use it on Pikachu he will evolve to Raichu.
