You don't !!!!! They are illegal to do!!! Trust me I know!! They are no longer illegal, call you're local tattoo shop and ask them, I can Assure you, It is no longer Illegal, call Mr Shorty's Tattoo Emporium in Lexington or Sunset Tattoo's =)
