Go to the Mii parade and hold A and B to grab a Mii that's in the parade and then transfer them back to the mii plaza.

On the Wii menu press A on the Mii Channel choose Start and choose New Mii play around with the various settings to create a Mii that represents you. Once your done save and quit and your mii will enter the mii plaza you can edit your mii here as well as delete them and put them in your Mii parade.

If it is from one Wii to another specific Wii and not requiring an Internet connection, then you click Transfer Mii, and on the top of the screen, a thing willl pop up, and i represents your Wii Remote. Just point on the Miis that you wish to transfer, hold in B, and drag the pointer to one of the "Remote"'s circles. Then, bring your Wii remote with the Miis on them when you play on the other Wii, go to the Mii Channel, click Transfer Mii, and then drag the Miis off onto the screen with the B button. (These Miis may not appear on the Mii Parade, however. I believe that I have at least once gotten the Miis from just my Wii in the Mii Parade.) If using a Wii-internet connection and the Miis are from randon Wiis, then just connect (the connection details are in the Wii Manual) and click Mii Channel and Mii Parade. There they are.
To unlock mii outfit A, you need to get a gold trophy in the 100cc special cup. To unlock mii outfit B, you need to unlock expert staff ghost data records in all 32 courses.
