You have to defeat the first 7 Gym Leaders in Johto, you'll receive a call on your Pokégear after you do all of that saying there's an issue with the radio waves. You head to the Goldenrod City Radio Tower and you'll find that as soon as you go in there, it's crawling with Team Rocket Grunts. If you talk to the Grunt blocking the staircase, he'll tell you he's under orders to not allow anyone up the stairs unless they're wearing their uniform so you have to go into the Underground Tunnel which is nearby and head up to the north part of the Underground Tunnel and talk to the Team Rocket Grunt there. He'll put you inside a Team Rocket uniform however this is only a temporary thing.

∙ 13y agoYou have to go to the tunnel near the name rate booth and if they have already taken over goldenrod then a team grunt should be there waiting and he'll give you the costume and then you will be abel to get in.

∙ 12y agoWell, first you have to go to the underground tunnel in goldenrod city and battle some people.(if you haven't) Then,go to the first opening and talk to the team rocket guy. He'll give you a team rocket rocket costume and after that exit the tunnel. Go back to the tower and talk to the team rocket grunt at the beginning of the stairs. Then, you're rival will come up and notice that you're wearing a team rocket suit. He'll get upset that you're wearing it. The team rocket grunt will notice you in you're real clothes. She'll battle you with her Raticates. After you beat her the journey continues up the stairs.
