You have to beat Whitney,the Gym leader in Goldenrod City first.Then you go to the Flower shop next to the Gym and talk to the lady there.She'll give you a squirtbottle because you have the badge.You check the tree,and it's a Pokemon.You can catch it or beat it.

Talk to the odd tree and use your watering can on it. The tree, which is a Sudowoodoo, will attack you. Then you can catch or defeat it. (Most people catch it since it's the only Sudowoodoo in the game.) Now you can go on to Ecruteak City.
