U have to beat the red gyrados after getting surf from a guy in the dance studio after helping the kimon girl. Then a guy with a cape is standing near the lake. You talk to him and he says that their is a weird radio signal the you follow him

you will need the slipth scope to see the Pokemon that is blocking your way ,., you can cpature it or defeat it , and then you are able to go on to the next stage .. SAVE here .. and good lucl

∙ 12y agoIt is a common misconception that you can get to the next floor in the Kanto Radio Tower. The opposite is actually true. The guard who guards the stairs never leaves for the entirety of the game. So, you can never access the upper stairs.
