You don't. If you have taken the time to write this question and waited for a response, it's too late. Latex paint could possible be taken up with a carpet cleaning machine if done while still wet and with many cleanings. Oil base is a lost cause.

It depends on whether it is a water (latex) based paint or a oil based paint. If it is oil based paint it may not come out, but if it is a water (latex) based paint use 'Goof Off' or other latex paint removers with a wire brush. I have used 'Muriatic acid' on some concrete appications.
Soften it with Goof Off, then scrape it with a wood spatula.
Wash a small area with a solution of houshold detergent and warm water. Rinse well and dry it, then soak a soft rag in alcohol and rub it back and forth over the area. If paint comes off, it's latex paint and you can use another coat of latex paint. If the paint doesn't come off, it's oil-based, an oil-based primer is a must
If it is water based paint, use some Oops or Goof off to soften the paint, then scrape as much as you can off with a plastic spatula or putty knife, Once you've removed all you can, rent a commercial carpet cleaner to remove the residue.
Rub it with Goof Off for a few minutes and it should soften. If you can peel parts off do it . Persist with the Goof Off if the carpet will stand it.

probably not because the Lego is a slick surface and the water based paint would just slide off. i would try using acrylic paint instead.

Instead of regular "Goof Off" use "Goof Off 2". Goof off 2 is a water based cleaner where regular goof off is solvent based. Over use of solvents or failure to properly extract them will cause "delamination" breaking down the latex backing of the carpet causing the fibers to sepparate from the backing. try "goof off or goo gone" it's either at Home Depot, Lowes or a craft store like Michaels Denatured alcohol.
If it is still sort of wet, carpet shampoo works wonderful. Just pour it on the paint and use a towel to scrub it out. Works great on carpet too.
Try WD-40, you'd be surprised, it works wonders for paint on carpet.
