once the inside is covered, take the lid off, and let the bottle sit upside down in an egg carton or something so it can drain and dry.
this works well with glass Christmas tree ornaments, too. put pretty colors inside, and tip it side to side to swirl them. let them drain, put the lid on, and WHA LAH!

ANOTHER POSSIBILITY
If you choose to paint scenes (or characters) on the inside of a bottle or (as mentioned above) a clear glass Christmas ball, there are special paint brushes with small tips and a bend in the handle, used specifically for this craft.
The hardest part is remembering you have to paint from the outside in... this means you put the highlights on first, then the details, then the figures and finally the background. It takes practice and a steady hand, but once you master the technique the results are lovely.
Use any type of paint for plastics. i suggest plastic model paints/sprays.
