There is a third, 10mm bolt on the bottom of the coil pack. It is very difficult to reach without a small ratchet set or a flexhead wrench.
When replacing the coil pack, many Miata owners have mounted it with just the two main bolts and skipped replacing the small 10mm bolt at the back without ill effects.
