To do this, first disconnect the battery so the air bag doesn't go off in your face. Remove the two machine screws behind the steering wheel that fasten the air bag to it. Lift off the air bag and disconnect the wires to it. Next you will need a special steering wheel tool to compress the strong tilt wheel spring. I'm not sure what parts might be broken in your car but they are fragile plastic parts that are available at the parts counter of your local GM dealer.
hopefully your not stealing the vehicle. but you will have to remove the steering wheel and then remove the key switch itself, purchase a new key switch and replace. However if its only to move the vehicle, after you remove the key switch you can take a screw driver and turn the mechanism in the column to unlock.
remove lower covers under steering wheel, two screws are hidden behind heating and ac trim panel. remove the bolts to the bracket holding the steering column up. lower the steering column. the switch is located on the steering shaft underneath the dashboard instrument cluster.

In most cases you will need to replace the turn signal switch on the steering wheel for your 1983 Chevy Caprice Classic rather than fixing it. To replace it, remove the horn pad and then use a steering wheel puller and compressor to remove the steering column. You will then remove the signal along with the wiring harness and bus fuses. Replace the signal and wiring and then replace the steering column itself.
power steering pump is low in fluids or the pump itself is bad. replace power steering pump if fluids checks out ok. makes sure not to over fill reservoir
This is due in part to both the intake manifold and the power steering itself. The reason it stops is because the air intake is being diverted away from the power steering belt and is in a sense, "balancing out the intake" -- in order to remedy this problem, you need to replace the power steering itself and put new power steering fluid in it, only then will the rattling stop.
WHERE IS IT LEAKING? IS IT THE PUMP ITSELF OR THE HOSES OR THE RES?
I would recommend purchasing a shop manual for that vehicle. The manual will pay for itself with the first repair job.
take horn cap off the center of the steering wheel and you will see large nut holding the wheel to the spindle, loosen nut and then you will need a wheel puller, install puller and tighten the nut down on the puller until the steering wheel frees itself from the spindle and your done.
Try moving the steering wheel back and forth. Usually the wheel locks itself when the key is out so the holes become misaligned

It is built into/onto the power steering pump itself.
It depends on what you are talking about, if you are talking about the relay, then that is located in the fuse panel under the steering column. On the other hand, if you are talking about the actual bulb itself, then just buy a new bulb and replace it inside the main headlight unit.
If you have the key and it won't turn the lock cylinder try jiggling the steering wheel while turning the key. If the steering wheel lock is merely jammed that should loosen it enough to turn the key. On the other hand if you don't have the key or the lock itself is jammed you may want to replace the lock cylinder.
Try searching eBay for the airbag itself and I'm sure there is guides on replacing them on the net you will have to search.new answer any steering column specialist will be able to help you answer any steering column specialist or crash repair shop can do the job for you
