Your computer seems a bit on the slow side to be running full speed PS2 emulation. No amount of tweaking is going to make your computer faster. Your best bet is to upgrade your computer. Here are some recommendations.
Intel processors are better than AMD. This isn't an opinion, this is fact. AMD is cheap, Intel is fast. The E8500 is a good, mid-high end chip. The E8400 isn't much slower, but costs a fair bit less. For a quad core chip, pick up the Q6600. Getting an Intel chip would also mean you need a new motherboard. Gigabyte makes some very good low end boards that will suit your needs just fine. The GA-P35C-DS3L is about 80 dollars, and will run any hardware I recommend in this answer.
Knowing your actual video card model would help, but the 256 MB of video memory is an indicator that it's at least a generation or two old (I'm guessing you've got a 2 year old Dell, or something along those lines). Major manufacturers like to list numbers that appear to be high, rather than actual specifications and part numbers. A good video card upgrade would be the Radeon HD 4850 or 4870. The 4850 is almost as good as the 4870, but at a lower price. The NVIDIA 8800 GT is another good mid range model, and NVIDIA drivers are much better than ATI's are right now.
