I would say that functional art allows people to use art in their everyday lives. If art is something they can use, than it is more incorporated into their lives and can make everyday objects beautiful. Our culture is enhanced by beauty, as art is not just a decoration but something that can make a normally bland item exquisitely amazing. Being able to handle and use attractive things makes human culture enhanced.
Functional art is art that serves a purpose. A potter who creates tea sets is making functional art. Non-functional art refers to paintings and such pieces of art that are created to view and contemplate.
for the most part art is neither functional nor formal, however it can be if the artist is very precise and a detailed worker. art can be both functional and nonfunctional because either way they both work . the shift is the additional changes: abstract vs. precise.
That depends, do you mean as a functional item or as a piece of art?
Public art- designed to enhance an open public space. Its main purpose is aesthetic (to create beauty or enhance the environment) Monument- main purpose is to preserve memory of a person or an event
Culture affects art not just in the way it is created but also in the way people perceive it. And because of this, different people perceive the same art in different ways. Take for example, pop art. Some love it and some simply hate it.

Ngugi Wa Thiong'o asserts that unlike European arts, those of the African are functional in that they play the role of connecting themselves (the arts) with the people. The art and architecture, the music, the dances and the songs that they have nurtured express the emotions of their people and culture. The art manifests itself as a source of gratification, fulfillment and expression for the African culture. It signifies the people's solidarity, their unity and their purpose. It is through their art that they could relate to each other and the country as one. The art 'functioned' for its very purpose - of celebration and identification - unlike those of the European who produced 'art for the art's sake'.

Art nouveau began with the introduction of applied arts in society. It was a movement that created a bridge between functional/commercial art and the fine arts; broken down it means "new art" in french. Think of the movement as a byproduct of the integration of newly evolving technology into art and culture.
Art is one part of culture.
