The color wheel helps determine this.

This is the best example I could find, found on realcolorwheel.com it represents how colors are dark and light... closer to the center are the darker hues (mixed more with black) and closer to the edge are the lighter tints (mixed more with white) with the true color wheel... as seen here there seems to be a divider that labels yellow-green through red, in clockwise direction to be light and green through violet red, counter clock wise, to be dark.. it all depends on what color is the base (of the primary colors) and if it is mixed with any other colors (such as green is yellow and blue) or with any neutrals (such as sea-foam green is yellow blue and white)

Is grey consider as a dark color?

Well, it depends on how you color it. You might want to color it dark, therefor it would count as a dark color. But if you color it light, then it might be considered a light color. It all depends on how you look at it. In my opinion, i would consider it as a light color. But that is just my opinion; you may disagree.I LOVE JUSTIN BIEBERfrom; Belieber2 (later gonna be 44)
