If you not sure about what kind of paint was used prior to your paint job( an oilbase paint or waterbasepaint)and you want to use an acrilic or latex, always use a primer paint first to prevent blissering.

You should at least wait about 2-3 weeks.

You don't have to wait that long to paint over an oil-based primer. Check the label of the oil-based primer to determine recoat times. Depending on the type of primer, it could specify anywhere from one to 48 hours dry time before recoat.

Checking with my paint supplier, I was told you have to wait at least 48 hours for oil base paint to dry before covering with latex. Probably, the longer the better.
