Water and oil do not mix. You will need an excellent quality primer specifically designed for this purpose.
Answer: A good rule of thumb is never say no to a primer, but once the latex paint has dried, all the water is evaporated out of it. As long as the surface is clean, you can go over latex paint with oil without using a primer. If you do want to use a primer, use an oil based primer prior to topcoat.
Water based paint will not bond properly to an existing oil based finish, no matter what it is, paint, polyurethane or any other oil based finish. Oil based finishes will, on the other hand, adhere to any water borne paint I know of. and I paint for a living.

You can always paint latex ( water based )over an oil based paint as the latex just dries on the surface. However don't paint an oil based over a latex paint. Oil based paints need to absorb into the wood or other surfaces or it will just dry and flake off. If the base coat used in your project is water base then yes, you bet you can. If there is any chance that the base coat used was an oil base paint then you cannot paint directly over it. The acrylic enamel will not adhere to the oil base paint and will begin to peel off as soon as it is dry. In which case a coat of primer is in order.
