It depends upon the "plaster" you are using.

If you are using a gypsum-based veneer, it will take a day or two, depending on the area plastered, the humidity and temperature. Gypsum plaster (joint compound) can be painted as soon as it completely dries, but any dust should be removed from the plaster surface with a damp towel.

Actual plaster, new or a thin covering layer, has to "cure" (set) as it is highly alkaline and may react with paint, especially oil base paints. Your plaster supplier can give you the best time frame, which could be 30 days or even longer.
