Same way you do when it's warm. Turn the key.
If it's a diesel (would be nice if you said what model and engine) and its starting hard, plug in the block heater for a few minutes before you try to start.
there are a lot of things that could cause that. sometimes bad spark plugs, faulty wires, bad engine timing. my truck had a loose timing chain, ran normal but would not start at all in winter.

A car that is working properly should start the same regardless of cold.

Cold Start Valve. Cold start valve. I do not believe there exists a "cold start valve"
I have a vw beetle as well, the overheating light does the same thing on my bug and only when it's cold. Im no mechanic but it would make sense that the car is not overheated or low coolant but that maybe it's too cold to drive just yet, warm it up and drive it when it turns off.
Most common problem is Fuel Pump... when it gets hot of working it stops working... when cools down works again.
