Yes, if you find a suitable primer, you can paint just about anything. If you have laminate on your cabinets, there is a product called XIM which will stick to just about anything. It is in no way inexpensive so don't be surprised to pay three to five times the cost of an oil-based primer.
You can coat the XIM with either oil or water based paints. Oil dries a lot harder but tends to yellow over time while latex is softer and will require more frequent touch ups.
