He struggles with darkness in his heart as he tries to become a Keyblade Master. Master Xehanort--familiar name: yes, young man as he was: heck no--wanted to live long enough to see his dark empire grow (since he's sort of an oldish man), and seeing Terra's darkness gave him the perfect vessel for him. At the last battle, where Aqua and Ventus--the other two protagonists--were nearly defeated, Terra opened his heart to his darkness, and Master Xehanort took the opportunity and migrated into Terra, taking his body...but not without Terra's empty armor going rogue and beating him. Terra's hair turned white with the new heart and soul within, but the funny thing is that he lost his memories! With no memories and ending up in Radiant Garden, he had no idea what he was to do. So I think he tried to release his heart--I'm not sure, really--and Aqua, who after the battle left Ventus--who had lost his heart and wouldn't awaken until it returned--in the place she made: Castle Oblivion, saved her old friend's body from the darkness, getting herself in the darkness instead. Now she's trapped there, trying to find her friends. But anyway, Ansem the Wise discovered Terra/Xehanort and apprenticed him as he brought him back to everything that's been happening. Xehanort learned quickly, took the heart research too far, became a Heartless (who stole Ansem's name) and also had a Nobody created: the leader of Organization XIII: Xemnas. So yeah, it's him, to answer your question, just not completely him, because a Nobody is the body and soul left behind.

im 100% sure it will be It will have to. if square enix wants to make money off of this game they will have to put it on the ps3. The story line looks better than ever and they have alot of die hard fans. Most of these fans wouldn't buy a psp though. They will put it on the market and be disappointed in the results and sales. you don't. But with that being said you can play as Riku in the xemnas Light and Darkness battle. It's the one where xemnas is in kh and it's only you and riku. It's final form xemnas as my friend blank said. And just to let you know there is like 5 final boss battles including the kh nobody dragon.

Who is the mysterious figure in Birth by Sleep?
We don't know for sure yet. He will probably play a major role as a villain in Kingdom Hearts 3. By the looks of him and his attacks, I would say he's another form of Terra/Xehanort/Xemnas. His attacks sort of look like combination of all of the members of Organization XIII, especially Xemnas, so I would assume he is or has a lot to do with Xemnas. Furthermore, additional hints were made in Kingdom Hearts 2 Final Mix regarding what Xemnas is doing in the supposed "Room of Sleep". Possibly trying to wake up Ven? He also visits the room during a scene before the Demyx boss battle and says "old friend" in reference to Aqua's armor. It is possible that he will return in another form for KH3.
