At best, a summer school might give you a chance to produce one or two half-decent designs.... anything else you do there will be immature, artless and about the same as anyone with a computer can produce at home. A college course will give you time to deal with the area of ignorance you will discover within yourself when you come to tackle some of the assignments given to you. As to the last phrase of your question ..... is there still stuff you can learn..... you will, if you are very lucky, grow old in graphic design and still be learning 'stuff'. No learning environment is ever a waste of time - grasp as many as you can and benefit from them.
