Most acrylic paint will peel off like plastic once it is dry, hot water helps to loosen the bond, along with careful scraping the paint should come off. Next time spread newspaper on your work surface.

It is not recommended to use acrylic paint on wood, especially if it is outdoor. You could seal the fence first, but it is not guaranteed to work as well as stain and it just is too much work. I would recommend using stain. It is designed primarily for outdoor wood and holds up pretty well.
If it's already dry the you're pretty much out of luck. Scraping or sanding it off is probably your best option.
Yes it is to a certain extent. If you use acrylic paints or spray paint, you have to use acetone or some paint remover. You can use washable markers, tempera paint, or whatever else is washable, but it might not come off completely by leaving some residue.

I think acrylic waterbase is hydrophilic whilst acrylic polymer paint is hydrophobic
