A "republican" is a person who expresses belief that governments are best run when members of the larger population are chosen to represent them on a greater scale, and entrusted to act on their will and represent their interests to a larger body. A "Republican" (note the capital R), is a member of the Republican party in the United States.

Punctuation matters, in this case it matters quite a lot.

Barack Obama is a republican. He is also a democrat. He is also a capitalist. He is also a Democrat.

He is not a Republican.
