Although it sounds like it could be a cheap alternative, I've never heard of anyone doing stencils like this in my career as an artist. Aside from having a thermofax, the easiest alternative I used to use back in the day was to make a lightbox with a fairly high watt bulb in the housing with a thick pane of glass as your drawing surface. Place the thermal paper on the glass and let the heat of the bulb get the sheet warm thus making the Gelatin a little tacky, and then you can make a pretty nice handrawn stencil without having to over the lines again and again because the paper is at room temperature, and the gelatin doesn't like to transfer so much in this instance. The only drawback to this is that you will have to continuously turn the bulb on and off throughout the process or the bulb will get the sheet too hot and tacky and this will make the purple gelatin basically melt onto the tracing paper.
