Generally it is not worth the trouble to rebuild a power steering pump, especially since there are so many specialty tools involved. You can purchase a new one for far less than it would cost for you to do it properly yourself.

You can do it. I did it on my 1996 Saturn, but I did it while I was changing the engine. The new engine came with a power steering pump, so I also purchased a new power steering rack as well, and while I had the engine out I removed the old manual steering rack and put in the new one, connected the hoses, and voila, I had power steering. I'm not sure all cars are this easy, but my Saturn was. .

It is one of those small round items that the belt rides on. The idler is not attached to an accessory such as the power steering or alternator.
what i think you need to do is take off the power steering pump, because even if you take all the wires out of the way the power steering hose connector is still in the way so that is about the only way i think that you can do it
