It used to be used as 'anti-fouling ' paint on boats hulls. I don't know if it still is.
White lead is lead carbonate. The name "white lead" is also used to describe a lead-containing white paint that was often used as a primer coat on metal. In this context, "red lead" was the red-colored lead-containing primer. White lead is a pigment composed of Lead carbonate and Lead hydroxide. It is used as a rust preventive and it used to be used in house paint until it was recognized that exposure to the old powdering paint and chips created a lead poisoning hazard to people.

no it will make dark brown depending on the quantity
red is a primary color so no colors make up red if that is what you mean Red is NOT a primary color of pigments. They used to think it was. But your color printer on your computer makes red by mixing magenta and yellow. You can do that with paint too. I wish schoolteachers would stop teaching the old color theory. It's wrong. The true primaries have been known for over 50 years, but too many people want the old primaries taught because "the masters" used them.

To get red paint, one can use blue and purple paint. One can use red and yellow to then make orange. Blue and yellow will make green paint. Red paint can also be purchased.

Mixing rust and red paint together will likely result in a darker shade of red, as the rust adds a brownish hue to the paint. The final color will depend on the ratios of rust to red paint used in the mixture.
