The starter is definitely under the hood. Try getting under and looking where the engine is bolted to the transmission. It will be right there.

If it is an 2.5L or 4.3L, itis under the hoodon the firewall, drivers side. If it is the 2.8L, it is under the hood on top of inner fender, drivers side.

If it is a automatic transmission there is no starter relay but, an ignition relay instead. If it is manual the starter relay is located under the hood at the fuse box on the left (drivers) side.

On my 1997, it's under the transmission. It actually fits into the bottom side of the tranny and is held in with really long bolts.
