typhlosion is a fire Pokemon his weaknesses are ground rock and water he is an OK Pokemon but out of the heart gold and soul silver players id recommend chicorita because he has really powerful moves and he ca beat his weaknesses usually

Yes, Quilava does evolve into Typhlosion. I know because Cyndaquil was my starter Pokemon on Heartgold and it evolved into Quilava, which eventually evolved into Typhlosion.
how did you get ho-oh already, any way, anything with an average electric type should do the trick for both capturing and defeating it

Most likely, your Pokemon team will not beat Red. Your Vaporeon and Snorlax are neglected by level, and would easily be defeated by Pikachu. Ho-oh and Lugia are part flying, and would also be defeated by Pikachu. Your Machamp most likely will not stand a chance after one or two hits, but your typhlosion might beat it. In other words, you've neglected to train your Snorlax and Vaporeon (though vaporeon is useless on Pikachu).
