There are two circuits at the multifunction switch lever. One is for the flash to pass. The other is the normal high/low beam circuit. The two most likely problems are a lack of power from the headlight switch, or a broken wire at the multifunction switch connector. The second is prone to happening if you tilt the wheel frequently.

LEDs do not work on all timers. This is also the case with many energy saving bulbs. The timer lets enough voltage thru to partially light the LEDs and energy saving bulbs. LEDs will light fully when the timer is "on", but will continue to light dimly when the timer says "off". Energy saving bulbs will have a dim flicker when "off" thru a timer. I have not found a timer yet that solves this problem. If anyone knows of a solution I'd love to be able to use energy efficient lights with the convenience of a timer.

My '91 Capri had the same problem. It turned out to be a problem with something I had never heard of before. It's called a stator. I believe it is located in or near the distributor, and replacement fixed my problem.
I am having the same problem. Did you get yours fixed? I can't seem to locate the problem area. Changed all of the fuses. Looking for the relay switch to change and then the last thing i can think to replace it the switch. Let me know if you fixed it. Thanks
did anyone find the answer to this problem yet i just had this problem it in the plug behind the fuse box in the cab on the outside below the master cylinder theres a rubber boot that holds a lot of moisture that rots t he wires off my power wire rotted off on the inside there was green comming out of the plug

Your problem is most likely being caused by your daytime running lamp sensor. It's located on top of your dashboard near the windshield on the passenger side. Try disconnecting the sensor. A little more info might help narrow the problem, like , do you bright lights work when you push the turn signal lever forward, or do they only work when you pull it back, in it's temporary brights position? If this is the case, you can rest now. Don't let anyone tell you to replace the assembly on the steering column. That's a cool $200.00 bucks for a brand new part that isn't going tofixthe problem. Of course you should check all fuses that are related to high and low beams. Hope this helps you out.
