Cameras in restrooms in the United States are considered an invasion of privacy. A private party *can* install monitoring devices, however they are required by law to notify you. This is an uncommon practice however, as it still can cause legal issues.
Certainly, as long as students know they are there.
It is illegal to have cameras in the bathroom of any state by law. Depending on what kind of video camera you mean. A personal video camera in the bathroom is legal as long as you are not filming somebody dumping. That's just wrong. It's child pornography. Now, it is illegal to put video cameras in bathrooms for security reasons by US law. Washington may have a different law on that. Check the state site if this doesn't help.
Yes, the observation of humans in public places is legal.
It is legal, but it is not wise. If you post such signs, and a crime is committed that the cameras should have detected, you can be held liable, in that the victim had valid reason to believe cameras were in existence. Also, I would add that, if you posted the signs, it shows that YOU believe that the area in question is dangerous enough to require camera surveilance. Not having cameras where you know they're required can be construed as negligence.
I doubt it, there is bound to be some law against it.

No, it is generally illegal to drink alcohol in public places in New Jersey.
All spy cameras can be legal or illegal depending on the way they are used. If you use it for home security then it's perfectly legal. If you use it for ... uh, spying on someone in a bad way (bathroom) then it could be illegal.

If the governance practices this through appropriate officialdom.. its only because the act to placing hidden cameras are legal for a legal purpose, hence making the answer Yes!!

I don't find anything that would prevent it. There are numerous regulations about when it can be done and what can be used.
