I guess since you were able to flush water through the core there is no blockage or valve to give you trouble.
Are the heater hoses hot when the engine is at operating temperature?
that is how you know that you have circulation through it.
I am going to assume yes since nothing else you said would lead me to believe otherwise. Now you need to check the blend door in the heater. If it is stuck on vent or AC then you will get no heat. The actuator may be bad or the door may be just stuck from humidity.
I have a 1999 blazer. The heater core clogs up about once a year from the Dexcool. Try having it (heater core) flushed and use Prestone (Extended life) instead of Texaco.
Has the rad ever been flushed? Try that if there is no indication of water pump failure (leaking or venting coolant from pump.)

Remove it from the car OR It can be flushed by a knowledgeable person with the correct equipment.
As a Gm Tech, i have done two of these. They take a couple of days to do. It incolves taking out the evaporator core for the ac, and the whole heater box. Not a back yard job
The thermostat might need to be replaced. or the coolant level mite be low. it is a sign that it is. and also the type of coolant used if not flushed and replaced tends to clog the heater core. try flushing it out. lastly you have a bad intake gasket and leaking coolant out. 4.3's are notorious for this.

In order for the heater to work, the radiator needs to be full of coolant; if it is , then run engine for 20 minutes and check temp gauge; is it at operating temperature? If not replace the engine thermostat; if it is at operating temperature then take your hand and place it on both heater hoses; are the both hot? if only one is hot then your heater core is plugged and it will need to be flushed or replaced if you cannot flush it.( The heater hoses are on the passenger side and go thru the firewall) I hope this helps you. The most likely reason that the heater control won't change the air flow is that the cable that moves the diverter valve has broken and will need to be replaced.
