As long as the original paint is intact, you do not even need a primer. The advantage about using a primer is that it might help to hide the old color easier, but you will have to buy the primer AND the paint that you like.

If you are painting your wall to project on to it, you could just use un-tinted white paint, but the results will be better with paint made for projection walls. Companies such as Goo Systems sell kits of primer and paint for the best results.
Since it is an oceanic blue color, I'd suggest that you use a primer that is tinted to at least 3/4 of the top coat. No I can't use primer instead of paint. Because, Primers can also be used for dirty surfaces that for some reason, cannot be cleaned or before painting light colors over existing dark colors. Primers can usually be tinted to a close match with the color of the finishing paint. dailypainting.com.au
It will work over another latex paint, however it won't be as scrubable as a normal top coat, and it won't adhere as well as a paint over a primer. Better to apply the primer, then the paint. If the surface is clean and deglossed though, you really don't need a primer and can coat the surface with a quality wall paint.
