Connecticut considered both Hartford and New Haven to be state capitals from 1703 until 1875 (both in colonial times and in the initial 1818 state constitution.) The location at which the state legislature met alternated each year during that time. Beginning around the Civil War, the need was felt for a single capital location and a referendum was held. Hartford won easily, and the capital building was begun.
