I assume by apps you mean programs preloaded. The way you would tell that is get an iPhone that has no apps and look at the icons. Those icons are: calendar, photos, camera, YouTube, clock, maps, notes, stocks, calculator, settings, weather, safari, mail, app store, phone, messages, iPod, contacts, iTunes, (voice memos on OS 3.0). I do not have the iPhone 3GS so if there are more I don't know them.
the phone starts at 59.99 and it does include unlimited data but it only comes with 200tex msgs, 450 day min and 5000 night and weekend mns. not a good plan for ne one who does a lot of talkin because u wud go over. they do go up in mins and have the ones woth unlim nite and weekends but all of them come woth the 200 tex which is not enough for a texter and u would have to change that and of course it is more money!!
you can call their phone and ask them and if your lucky they could answer.
Microsfot does have a Microsoft Office app available to download on the Google Play Store, but it does not come close to having the same functionality as the desktop version. The best alternate program for Microsoft Office is an app called Kingsoft Office which can be downloaded from the Google Play Store. See the sources and related links section below for links to both apps.

It already has been out, but it is only for Japan.
I think you do. Although, when you turn it on for the first time, there are some default apps that come with the phone.

Getting an iPhone in the late summer is not a good idea because the next iPhone would be released in the early fall. If you don't like the new iPhone, you can purchase the original one you wanted for a cheaper price and with the new iOS installed on it.
When you compare a phone that come out in October 2011 (iPhone 4S) and 2013 (S4) your results will be rather obvious.
The iPad, iPod, and iPhone all come with a few apps. The rest must be downloaded form the App Store. Some are free, and you must pay for some.
If you are using iPhone - go directly to the AppStore. You can find the AppStore icon on your iPhone main screen. From there you can search for and install apps (programs) on your iPhone. If you are using an Android, go to Google Play app which should come pre-installed with your phone. Google Play acts the same way as the AppStore on the iPhone. Just search for the programs you need ans install them on your Android.
