Athens and Sparta were Greek city-states in Ancient Greece.
Education in Athens was available to most families. In Athens citizens were trained in music, art, literature and politics. At the age of 18, boys were also required to attend two years of military school.
Athens and Sparta both had very efficient fighting forces and and were the two powerhouse cities in Greece.

Sparta full-time. Athens part-time.
The proper noun Athens is the name of a city. It would not ordinarily use a plural. It might be possible to describe Athens (Greece) and Athens (Georgia) as "two Athenses" or simply as the "two Athens."

Athens valued education, arts, and democracy while Sparta focused on military discipline and physical strength. Athens was a democracy where citizens had a say in government, while Sparta had a militaristic society governed by a small group of elite warriors.
