Because of differing interests and social standings of the Ancient Greek city-states. For example, the conflict between Cicero (who is Athens for this film) and Mark Anthony (Sparta). Cicero was mainly concerned with politics and maintaining the stability of the Republic. Antony however, was "big, manly, soldier-guy". He was mostly focused on enhancing the military. You can imagine, scrawny, smart guy isn't going to get along with big, macho, soldier-guy. Same with the city-states. Their personal interests were more important then uniting to take on a bigger threat like Phillp II of Macedonia for example.
