This does not sound like Amelia Earhart, almost typed , for some odd slip Warlock. The phrase Paper Tiger was popularized by Chinese Communists- to mean shallow or non-existent threats and is, as one might guess, an Oriental term. It was not used to my knowledge, by Earhart, maybe in a movie, the phrase was widely trumpeted by Mao Tse Tung- the Chairman Mao- with considerable tenacity- it was a Communist Mantra railed against the West during the Vietnam War. Paper Lion, on the other hand, was a book by George Plimpton about his performing stunt as a one-shot football player with the Detroit Lions- it was a book, hence Paper in Paper Lion.
