There are some that would suggest that the depiction of the red bulls head was to signify the rise of facism in Europe around that time, Picasso however reported himself that all the picture showed was a picture of a red bulls head (Blocker H.G 1990, Interpreting Art: Journal of Aesthetic Education Vol 24 p29-44) hope this helps
