Acceptable heart rates for that age would be between 80-110. If the person was extremely active say like a marathon runner or bicyclist there resting rate may be as low as 60. If they were overweight and inactive it may be as high as 95.
60-100 is normal HR for all ages and both sexes. but if you mean max HR ur looking for 195 bpm but that doesnt mean u should try to reach that for training purposes... there are all sorts of different ranges for HR dependent on your goals... lose weight vs cardiovascular etc.

It actually depends on the age. Assuming the individual is over ten years of age and is a healthy adult, a normal pulse rate would be somewhere from 60 beats per minute to 100 beats per minute. It also depends how physically active you are. Athletes tend to have lower pulse rates. If your pulse is WEAKER than usual, then it could be a sign of some sort of health issue (blood clotting, heart disease, etc...). If it doesn't change much and continues on, you should probably seek medical help. Best of luck!
