Are you planning to paint over the wallpaper? Make sure there are no loose ends or bubbles in the paper. Latex flat or satin paint will work but you will see the seams in the wallpaper and the paint may cause the paper to lift off the wall. Better to remove the paper first for the best look and most durability. I had to paint over paper and decided to texture the wall first with a skim coat of plaster. Doesn't look bad but a LOT of work!
Probably your best option is acrylic paint. Acrylic paint also is good on polyester.
Its not car paint, but Montana spray paint is definitely the best paint in a spray can. I dont think you will find actual car paint in an aerosol can, but I could be wrong.

Sometime the paper is, vinyl plastic, check to see which it is, if it's plastic covering your best bet is to paint it with a (paint for plastic).

Paint thinner will usually work. There are specific products designed for this, but they all seem to be based on some form of thinner.
The best way is the natural way. Take some paint, or some melted crayon and splatter it on some white paper or brown paper bag, then scan it in and redraw over them. This obtains the most natural look, and a completely unique design.

Melamine is a urethane reinforced oil-based paint. You will have to use a commercial stripper. Your best bet is to read on your particular brand of paint's label for clean-up methods and see what they recommend. Varsol has been recommended for removing melamine paint. There are several other brands available. Be sure to ask for a stripper for melamine paint and be sure to tell them you are removing it from wood. Be advised that the wood finish may be damaged and will require refinishing. If the area is not too conspicuous, you may be able to accomplish this with a small spot treatment. Worst case, you'll have to refinish the entire pillar.

If you're talking about removing/breaking the glue bond & removing the residue, I've found GooGone or GM Stripe/Woodgrain remover to work the best! Also good for removing decals from body surfaces.... Leaves no residue and doesn't harm the paint/finish!
There is no brand of paint that is considered the best. One of the most well known brands of paint is the Brayer brand of paint.
