You can't gift an app directly but there are workarounds. You could put some credit on the other persons iTunes account and allow them to purchase the app, if a purchase is required. If its a password app such as a game etc, you can ask the other person to download it to their iDevice, you can then default your password details, pass them to the person you want to inherit the app, they can change the details to their own. If the associated data is stored on a server and not locally, ie not on your handset, then they would be able to access that data. So if you had a high score on say a game, and the scores were stored online, then the person your gifting to would inherit that top score. You need to take care tho, as if you do the second work around, then the person your gifting to might get access to your details through the app. If there is an associated recurring charge for the app or access to it or the data associated with it, then these charges would still be applied to you, unless you contacted the developers to see if you can gift it in the way described above. If you are referring to an app that you have created and it is your own app, then your a perfectly entitled to gift or sell that app to another person or entity, provided such permission has been obtained from Apple Inc.
