After a brick wall has been erected it is required to finish it well. So , a mixture of cement( usually portland) , water and fine sand is applied in required consistency.

However , paints do not hold fast on them, so a layer of thin white cement(called PUTTY in India),is also applied. Putty cannot be applied directly on brick walls.
