That's the way it generally goes. You earn a bachelor's degree, and then you go for a master's degree or a doctorate. The only limitations are getting into a graduate program, and having appropriate BA credits for the graduate program you are interested in. Most graduate programs will allow you to take courses to make up for the occasional BA level study that they want and that you may have missed.
A BA graduate in one field may have also qualified for the Master's degree in engineering via the normal procedure, or they may qualify to proceed into Master's study some other way. However, to have an ME one must earn an ME. You cannot gain one solely from BA study.
