It is more or less a toss-up between Utah and Wyoming.

The Cook Partisan Voting Index, which measures how much a state leans towards one party by using the prior two Presidential election results, has Utah and Wyoming tied at R+20 (20 points more Republican than the national average).

In 2004, Utah was Republican George W. Bush's best state, with a 71.5% to 26.0% win over Democrat John Kerry. In 2008, Wyoming gave Republican John McCain his largest margin of victory, with a 64.8% to 32.6% win over Democrat Barack Obama.

At the state level, the two states have similar Republican strength in the state legislature: approximately 70% Republican in both chambers in either state.

All statewide offices in Utah are held by Republicans. Democrats do hold one of the state's three congressional seats (Utah's 2nd congressional district, held by Jim Matheson since 2001). In Wyoming, Governor Dave Freudenthal is the only statewide Democrat (including Wyoming's single At-large Congressional district), however, he is term-limited and will leave office in January 2011.
