The clamp used to close off larger blood vessels during surgery are called hemostats. The name used is also hemostatic clamp, arterial forceps, or pean (a really old name). The hemostat actually clamps the vessel and the surgeon and either tie it off or reattach it. If it is a larger vessel he will reattach it. That takes some skill to do and the use of a type of microscope. Origin: Latin hemo- "blood" ; + -stata, "standing".
