It depends. If your talking non legendaries, then:
10. Believe it or not: I think Ampharos isn't that bad. It's got some nice stats, it can learn some good moves. Nice Sp ATK focus and some decent Sp DEF to back it up. Atk and Def and Spd are a little low, but if you mainly focus on special moves it'd be pretty useful. Along with the static ability which may paralyze the opponent among contact.
Good Moveset:
Thunderbolt/Thunder
Signal Beam
Focus Blast/Brick Break
Fire Punch/Power Gem
9. Milotic. It can take a lot of hits and it's got some nice Sp ATK as well. It's speed and attack isn't the greatest, but it's workable. It doesn't learn amazing moves, but it learns some nice ones. This is a good water type to have, although there are better.
Good Moveset:
Hydro Pump/Surf
Ice Beam/Blizzard
Dragon Tail/Dragon Pulse
Rain Dance/ Safeguard
8. Salamence. This beast is awesome. It got good all-around stats focusing on Attack. No honestly big complaints on this guy. He's a good addition to any team. Just watch out for ice types:cover that up with a fire type move.
Good moveset:
Fly/Crunch/Zen Headbutt
Fire Blast/Flamethrower
Earthquake
Dragon Claw/Dragon Rush/Outrage
7. Metagross. One of the best steel types you can get. Nuff said. Attack and Defense are off the charts. Speed is a bit laggy, but still workable. Only two weakness that are easy to cover up. This guy is beast. Get one with the Clear Body ability, and you got a champion on it's own.
Good moveset:
Meteor MASH/Bullet Punch
Earthquake
Zen Headbutt/Psychic
Hammer Arm/Rock Slide
6. Ferrothorn. This guys defense is outrageous. It speed is really laggy but that could honestly be helpful if you use that weakness right. Gyro Ball+Curse=Massive damage. Curse lower its speed and raises its attack, which ups Gyro Balls damage A LOT. It's got the Iron Barbs ability which is really nice. Give it the Rocky Helmet or Quick Claw.
Good move set:
Curse (recommended)
Gyro Ball (recommended)
Power Whip
Thunderbolt/Poison Jab
5. Gengar. Speed and SP Atk. That's what Gengar lives up to. Ghost and Poison is an odd combination, but it works. Levitate completely gets rid of his weakness from ground. It also gives him access to Sludge Bomb. Beside that he's got access to Dark Pulse and Thunderbolt. He's an odd Pokemon but he is good.
Good moveset:
Shadow Ball
Dark Pulse/Sucker Punch
Sludge Bomb/Focus Blast/Energy Ball
Thunderbolt
4. Gardevoir. This thing can take a bunch of hits, while hitting hard. Alongside that, it's got really good abilities, Synchronize, which transfers any status conditions to the Pokemon that gave Gardevoir that status condition, or Trace, which copied the enemies ability. Gardevoir is under-appreciated, but it is good.
Good moveset:
Psychic/Future Sight
Thunderbolt/ Thunder
Shadow Ball
Focus Blast/Energy Ball
3. Dragonite. Goin' oldschool Pokemon. Dragonite is a monster, it can DESTROY. The only dragon type better than this thing is Garchomp, which I find very close. Keep away from ice type, or cover it up with Fire Punch. This guy is nice all around but focuses on ATK.
Good Moveset:
Fly/Hurricane
Outrage/Dragon Rush
Fire Punch
Thunder Punch
2. Zoroark. Atk and SP Atk are what this things made for. It's gotta a unique ability that you can use strategically. It's got some nice speed and workable defense and Sp Defense. It's got it's own move: Night Daze. Sadly at the distant level of....level 64 D: At least it's not too high, right? Zoroark can get you there easily. He can learn a bunch of good TM's, which is good because it doesn't learn the greatest moves up to level 64.
Good Moveset:
Night Daze
U-Turn/Retaliate/Aerial Ace
Flamethrower/Shadow Ball
Focus Blast
1. Garchomp. All the way. Amazing all-around stats, great moves. But again, keep him away from ice types. The good thing is, he is fast and he can hit HARD. The only thing I can think of the Garchomp might not be too fond of is maybe Weavile cuz it's ice type, it's fast, and it can hit hard, but it can't take a lot of hits. If you need a good dragon type, Garchomp is the way to go. His ability could be better, but who cares, you take em' out fast and your good to go.
Good moveset:
Dragon Rush/Outrage (from breeding with a Dragonite/Dratini or Dragonair)
Fire Blast/Flamethrower/Rock Slide/Stone Edge/Fire Fang
Earthquake
Crunch/Surf/Brick Break
THIS IS MY OPINION
1.Pidgeot (HALF Normal)-You cant beat it.
2.Charizard ( HALF flying)-great stats and awesome attack.
3.Zapdos (HALF)-It is the best of the legendary birds,It is super effective to all of them
4-Articuno-It can take down Zapdos,but not Moltres(Thats why Zapdos is better than Articuno)
5-Lugia-(half Psychic)-It will PWN HO-OH.
6-Skarmory-ITS A METAL BIRD!
7-Gyrados-(Half) It would be higher but you haveto get it from a Magicarp that only knows splash
8-Staraptor-Its a pretty good pokemon,it has brave bird and close combat
9Yanmega--BEAST!
10-Togetkiss-can learn many moves
Every Pokemon has its advantages and disadvantages. If you're willing to put up with two-type Pokemon, Charizard is generally regarded as a powerful Pokemon, as are most Dragon types.
Altaria, for it is Dragon and Flying, and can withstand many types.
well if u want a legendary then zapidos if u want a regular Pokemon then i would have to say pidgeotto or starapter
Id personaly like to Think Skarmory or Rayquaza but some ppl dont qualify it as a flying but it can learn tons of flying moves.
Flying types can beat grass, bug, and fighting type pokemon

You could possible find some zu-bats and if you are looking for a stronger pokemon there is a zaptos on the top floor
The white flying pokemon is at the top of dragonspiral tower but you cant catch it because N catches it. To get the other one you have to get the dark stone and go to N's castle at the end of the pokemon legue. When youare about to battle N, the dark stone tranforms into the other dragon type pokemon.

You beat the Pokemon league and then on the tv it appears that a flying Pokemon appears which is Rayquazza and its level 70 and then you find it on top of the Sky Tower and catch it
After beating the Pokemon league, surf just above pacifidlog town. You will find eventually an island with a huge tower. You will need a match bike to reach the top, where there is a legendary Pokemon (dragon flying type waiting) bring your strongest Pokemon as the tower and rayquaza (legendary Pokemon) can be quite challenging.
Situated on Rainbow Island 8, Lugia is on the Right and on the top. It is Level 70... It is a Psychic/Flying type so bring a Dark/Rock of roughly an equal level.
