Are you asking how to make a plastic lens filter for your camera? If you want a really cheap one, you could just buy a sheet what theatre people call "gel" and cut out a piece to fit over your lens. The sheets are huge compared to the size you'll need (usually about 20x24 inches) and cost less than $10. If you have a friend who's a theatre geek, you could ask and see if he/she has any scrap pieces left over. For example, a pale yellow or "straw" filter can be used in black-and-white photos to nicely enhance the appearance of the sky (it makes clouds stand out a lot more from the background). If you were trying to ask something else, you'll need to be more specific about what "plastic filter on pictures" means.

The most effective way is to switch the head. What I do if I need to do something like this is to create a Photoshop file with three layers. One contains the background--I usually just clone out the person and use whatever background was there--one the person's head and the third the body. I feather the edges of the neckline of the outfit so it doesn't look obvious, and resize things until it all fits. I'm of mixed mind on doing this. In the early 1980s TV Guide got in a lot of trouble for using a Scitex editing system to put Oprah Winfrey's head on Ann-Margret's body. You do NOT want to do that, but I've had cases come in where they had three shots of the same banker, and they loved the head in this one, the suit in that one and the background in a third. I think that's okay. I also did a job for the hospital--set of triplets sitting at a table drinking (probably) smoothies, and I had to piece together nine different slides in 51 layers to get that to come out. Working part-time on this one image, it took eleven days to put it together. The best part of that image was when the children's mother called the shop--and ordered 200 16x20 prints of it to send to relatives. We ran them on 20x24 Strathmore with two gold and one silver metallic bands running around the image.
