The type of car would be helpful. Carb. or fuel injected? In either case it may be the cable or linkage is broken or disconnected. If fuel injected, the throtle position sensor may be bad or unplugged. If the car has been sitting, rodents could have chewed through a wire. Computer is bad.

could be one of three things either choke is not working needle and seat are worn and fuel is leking or accelerator pump is worn and not pumping fuel

The epc alarm on a VW Jetta is the electronic power control. When this light comes on it is to warn you of some sort of problem with the accelerator pedal control. This can come on because there is a serious problem or just because of a bad sensor, the best thing to do is to have a diagnostic test done to make sure there is nothing seriously wrong.

It's normal. But no... it is not wrong at all.
I would first look at the accelerator pump in the carburettor. The accelerator pump puts a short burst of raw gas into the air stream. This gives an enriched air flow into the engine causing acceleration. To check the accelerator pump: With the engine off remove the air filter and hold the choke valve open (if it is closed). Then move the accelerator linkage to open the throttle valve and you should be able to see a spray of raw gas into the venturi. If there is no spray then you need to make sure the linkage is working correctly. If the linkage is pushing the accelerator pump down and there is no spray you may consider replacing the accelerator pump.
