Probably dirty battery cables.
I have a 1994 SC2 that had the same problem, I checked the battery conditon, battery cable condition and had the starter tested and all were fine. It turns out that is was the ingnition wiring in the steering column. One of the wires was not making good connection, I found this out while trying to take the ingnition out to replace it. You will need a 5.5mm nut driver to take apart the steering column covers, and make sure you get the one behind the tilt lever.
It could be that but it can also be your starter. I also have a 93 Saturn sl2 that did the same thing to me. I replaced the starter with the the updated one that they have out and car started up afterwards. also.
Check the bulbs they are double filamented with samller filament for turn signals Could be a problem in steering column

If the starter is engaging and the starter is able to turn the engine normally, there is nothing wrong with the solenoid. Instead, I'd look at fuel, ignition and compression.
check the slave cylinder for cluch when cold try pumping cluch pedal 4 or 5 times then hold depressed and try to start cylinder is by passing must activate nut switch
Look to see if the ignition plug to your starter did not come loose or un plugged. Since this is on the same side, possible disconnect of the starter ignition wire became disconnected
It won't turn because it is screwed up or the wrong key.
1997 cadillac deville will not turn over
Not all vehicles are made so that the consumer can turn the airbags off. You may have to take it to your local Saturn dealership. If this is the case, they will have the service department turn it off for you.
You fix what is setting the code off in the first place
The engine will turn over , but either run poorly or not at all
Check the connections at the starter, and at the battery. If they are good, remove the starter and have it bench tested at an Auto Parts Store.
have your fuel injectors cleaned
check for fuel pressure/ and then check to see it its fireing. no fire could be a coil pack or/ computer. no fuel could be fuel pump or filter or injector pulse.

The Engine can turn over with out gas. The started is engaged and turn the crankshaft, just as one would turn the engine over by hand. For sustained revolutions however, gas is needed to react in the engine chambers
