How do you summon Lugia in Pokemon heartgold and SoulSilver?
You can't summon Lugia in HeartGold. You can summon Ho-oh by getting the rainbow feather, and the kimono girls will give you the bell. For SoulSilver, you need a silver wing from the radio tower. The director will give it to you, as well as a couple of other things. You'll also need a tidal bell, which you get after beating the 5 kimono girls (once you defeat Claire). The kimono girls will take you to the whirl island, and you go to the northeastern island to get to lugia. You have two chances at this, but always always always always always save. Don'tforget to save.

First off, it's spelled Lugia. Second off, you encounter Lugia at Whirl Islands ofter obtaining the Tidal bell and Silver Wing items. You must then battle the Kimono girls, and go to Whirl Islands once your ready. It's a maze in there! Be careful where ya go! Just use your MasterBall on Lugia, by the way. A good time to catch him is at night since he is in a cave and it would be a good time to use a DarkBall.Advice 4: I believe that if you K.O. Lugia, you can go beat the Elite 4 again, then come back and find it. Same for all other legendaries, like Mewtwo.
