You can't summon Lugia in HeartGold. You can summon Ho-oh by getting the rainbow feather, and the kimono girls will give you the bell.
For SoulSilver, you need a silver wing from the radio tower. The director will give it to you, as well as a couple of other things. You'll also need a tidal bell, which you get after beating the 5 kimono girls (once you defeat Claire). The kimono girls will take you to the whirl island, and you go to the northeastern island to get to lugia. You have two chances at this, but always always always always always save. Don'tforget to save.

Just go out the door you came in and go backwards there is a way out other than an escape rope, i haven't played silver/gold/HeartGold/SoulSilver in a few months so i dont remember the way out completely.
