You can't summon Lugia in HeartGold. You can summon Ho-oh by getting the rainbow feather, and the kimono girls will give you the bell.
For SoulSilver, you need a silver wing from the radio tower. The director will give it to you, as well as a couple of other things. You'll also need a tidal bell, which you get after beating the 5 kimono girls (once you defeat Claire). The kimono girls will take you to the whirl island, and you go to the northeastern island to get to lugia. You have two chances at this, but always always always always always save. Don'tforget to save.

No. Lugia for SoulSilver and Ho-oh for HeartGold. Yes, you just get them at different times. You get Ho-oh in Johto and Lugia in Kanto in HeartGold, and vise versa in SoulSilver.
because that's how the tradition of Pokemon games for Nintendo goes. theres red and blue then silver and gold then ruby saphirre diamong and pearl and then comes heartgold and soulsilver. the difference is that in heartgold you get ho oh and in soulsilver you get lugia. and you encounter different Pokemon that's the difference
